I just discovered this the yesterday, but if you go into admin - user
groups (or users) ... and select a group (or user) there is a little
blue box next to some of the app check boxes ... this allows you to
administer the acl for that group (or user).

This way you can turn prefs off for certain groups if you want or turn
the allow users to give other users access to their information.

This problem went away when I activated the ACL's for the group on the
users preferences. Could there be a way for an administrator to set
ACL's for users without logging into the users account? I also think
that the search engine should work even if the users have not setup the
ACL's for the group yet. I also think that there should be a global ACL
option for users within a group so that an administrator could quickly
setup the ACL's for all modules. Maybe even an option to prevent users
from changing the administrator's ACL choices.
