  [nps] fixedwings: no need for NPS_ACTUATOR_NAMES

If NPS_ACTUATOR_NAMES is not specified, use the standard throttle,roll,pitch 
and if used in airframe yaw commands
for throttle, aileron, elevator and rudder in JSBSim model.
