after a ./bootstrap and ./configure --prefix=/opt/octave which works
if your "./configure" had worked ...

What does the flex-related section in config.log say?
the config.log on my system is yet complete empty.
... then your config.log would not be empty, actually even if ./configure fails
it will still write the error messages to config.log.
It was my error. I looked to /var/log/config.log and not to the config.log of the
current build.

The main error was made on the first build. At this time I haven't a properly
set up of a flex on my system. This was remarked by the system. A download
and installing of flex on my system, doesn't change the configure state. Therefor the compile of octave on development level failed. A new run of ./configure with properly set to the flex solved the problem. Now I have an octave on development level in /opt/octave/bin. The startup for this program is /opt/octave/bin/octave.
