disproof by counterexample: toronto.edu
.mil is administered by the U.S. DOD, and they are -not- known for granting
names to sites outside of their purview. <grin>
.edu is _supposedly_ restricted to bona-fide educational institutions, though
there are some exceptions that have 'slipped through the cracks'. There is
-no- requirement that they be U.S. based, or even North American. There (at
least _used_ to be) were several U.K. institutions that had .edu addresses,
*in*addition* to their name-space in the "uk.*' hierarchy.
.gov is -now- restricted to agencies of the U.S. _federal_ government,
however there are a number of state/local authorities with 'grandfathered'
presense in that domain.
