It depends on platform, but that looks reasonable. For the imx27 I have: rpm/RPMS/arm/qtopia-2.2.0-1.arm.rpm

An extract of the output for the rpm query is:
$ rpm --root `pwd`/rootfs -ql qtopia

//etc/rc.d/init.d
//etc/rc.d/init.d/qtopia

I suspect you have build errors. The qtopia build is nasty and so can fail undetected.

NOTE: I don't have either your platform or the imx27 so cannot test the actual rpm.

./ltib -p qtopia -f
