as I explained before, you are using this jk_lsh inside a jail, so you
need to configure <jail>/etc/jailkit/jk_lsh.ini

something like this:

[tom]
        executables = <path to>sftp-server
        paths = <same path>

if you want to use ssh, why are you using jk_lsh ?????

from man jk_lsh:

The jailkit limited shell jk_lsh will allow only configured commands to
be executed. All other commands, or regular shell  access  are  denied.
