Because the LGPL does not guarantee that.  It's purpose is to
guarantee that that _isn't_ so.

Unfortunately, the external consideration of the way that the laws
work mean that there can exist categories of free software which can
not be combined in certain ways.   That is why I advice people
choosing a free software license to "keep it simple" and specify v2+.
