Yes, among certain groups of users:

  (a) home users (no hobbyist developers, of course)

  (b) small, non-IT business

Certainly not the focus of GNU arch.

Who wants to run GNU arch on such systems?

Exactly.  Usually, it's much cheaper to give your developers decent
development boxes and operating systems which cannot be crashed so
easily, especially during development.
