It's well covered in the list archive.  However, briefly CreateFileW, etc.
are supported on Win9x.  But the issue is that the file paths are limited to
260 characters and the "\\.\" hack for bypassing this is only available on
NT-based systems because in is a function of the Object Manager's handling
of the NT Namespace, which does not exist on the legacy-based systems.
