As Debarshi said earlier while designing a website bandwidth is also a
key constraint. Now it depends upon factors like:
1. Where will the webpage be hosted ie, will it be on a College server
or on a server outside the College network?
2. Who are you aiming the website at? Is it mainly for the people
inside the College or people outside as well?

Depending upon these issues,the bandwidth, you can go for a choice.
It was great of you to think of _not_all_ flash files being able to
play on GNU/Linux machines for which Gnash is an option but yes its
not that Flash files are unplayable. Since you have raised a very
pertinent point regarding flash plugins, we will install Gnash in the
PC's on the Computer Centre so that Flash files compatibe with SWF v7
can be played. Thank you for pointing this out.

Give a nice amount of thought to think of the people whom the site you
will make will cater to. Also think about how will the bandwidth be
able to handle it and who are the target audience and where they are.
All these things will help you decide whether you want to put up Flash
files or not.

If you do not want to put up Flash files just because Free Software
cannot play all of them at the moment, gee that's nice. :-D (Its just
a joke)
