Interesting key quotes from that document:

        However, any procurement of new technology with the company
        would be subject to regulatory approval.

and also:

        experiences that allow people to enjoy digital content anytime,
        anywhere and on any device.
        
        "This vision fits squarely with the BBC's charter to lead the
        industry in delivering content that is compelling and
        accessible."

"on any device" and "accessible" stood out for me - especially that last
one. If MS were to wrap the BBC's media in proprietary formats and/or
DRM, then it would not be accessible - and not be available on any
device.
