I don't think so. That may be partially true (in the absence of fully capable 
gui tools) for the home user who wants to make a one off animation for the 
fun of it. However, like most other content on the web, the interesting 
animations are the ones which are generated from changing data fed from 
backend databases and generated by scripting languages like php. It is as 
easy to generate svg/javascript animations from, for example, php as it is 
from Flash.
