I thought I had.  How can the translation option know to prefer JISX
if the Japanese language environment isn't in effect?

The point is that they're not independent (from a user's
point-of-view).  Ideally, the CJK translation would always be on, then
setting the language environment would permute the preferred charsets,
similarly to what effectively happens Emacs 22 from the user's point
of view; then the issue wouldn't arise.  However, I don't think
non-CJK users should always have their heap swollen by the large
tables involved (which can't be in pure space unless CCL gets a way of
cascading translations in an order based on the current language
environment).
