A Japanese user will want to prefer translation of Unicode CJK to the
JISX charsets, so the translation option needs to be invoked after the
language environment is set.  (At least in the normal case where a
user doesn't switch environments -- things are just set up initially.)
Since define-minor-mode doesn't obey :set-after, it doesn't guarantee
the ordering.

[Of course, I agree that global minor modes should normally be used,
as should be clear from the changelogs and doubtless things could be
fixed up to cope with this case.]
