Ok, I understand that.

                   so the translation option needs to be invoked after the
    language environment is set.

I don't follow; could you explain the connection between one and the
other?

Anyway, it would be better to design this so that the various user
options are independent, and can be set in any order.  I presume that
setting the custom variable recomputes other data which depends on the
language environment.  If the code that did the real work were changed
to check the custom variable and the language environment directly,
then it would not matter which was changed when.
