Why are we concerned with Bidi for quotes in doc strings?
Doc strings should be written in English.

Of course, you CAN put in them whatever language you like; we don't
try to stop you.  But if you write them in some other language, you're
going against our conventions -- so there is no reason why other
conventions need to cater to that.
