Yes, I was thinking of something along those lines as well. "emacs.h" could, for example, define a symbol EMACS_MODULE that is 1 (whereas it's 0 for core Emacs code), and then globals.h could conditionally define Qxxx to be something that's dynamically linkable but slower if EMACS_MODULE is 1, and to be something that's not dynamically linkable but faster if EMACS_MODULE is 0.
