I've installed 0.6.24 and that has resolved the issue. I can only assume that there's some sort of problem with 0.6.18. I'll have to compile 0.6.24 for the other servers.

duplicity data format hasn't changed for a long time. so no worries there.

wrt. your original issue. please update and see if the error persists. if so, let's dig in deeper.. ede/duply.net
