Quentin,
I like that idea! First, it'll be easy to implement (well except for
making sure that it doesn't go on off-screen and that it gets nudged to
the left if the window is at the screen's right edge), and second it's a
good compromise.
And I think not having several rows is a better choice, usability-wise.
The toolbar is intended for quick access to items. If a toolbar is so
full that you need to "expand" it, using it is the same work as picking
the corresponding menu item.
And since most toolbar items are simply "shortcuts" for menu items (or
at least they should be), that should be quite enough.
Not having several rows will encourage good UI design and save time for
other things.
