I'm afraid that diagnostic does not come from
tar 1.25.  I suspect that you're invoking some
other version of tar, via sudo.  You might try
this instead:

sudo sh -c 'LC_ALL=C tar --version'

sudo sh -c 'LC_ALL=C tar -rMf /dev/st0 /home/nas/PC_hry/GTA_IV.rar'

You may need to replace "tar" by its full file name
(starting with a "/") to get the proper 'tar'.
