Yes it can. But it needs to know the encoding is in utf-8 but it needs to
know the file is in UTF-8. Aspell ignores the locale when reading in data
files. To tell Aspell that the personal dictionary is in UTF-8 use the
append the encoding on the first line of the file. See

But that's not going to help. The character he is trying to add is simply
not allowed in a word for the given language. I do not have time to
explain why this is or how to workaround it.
