Log message:
Merge readme_index.html to README.webmastering.html.
* readme_index.html, readme_index.es.html: Remove.
* README.webmastering.html: Update boilerplate to 1.70;
customize the passage about translations;
add the list from readme_index.html (with removed links
to README.webmastering.html and added link to GNU Accessibility
Statement).
* .symlinks: Replace redirections to README.html and readme_index.html
with redirections to README.webmastering.html.
