+<p>We're often asked why we don't endorse a particular
+system—usually a popular GNU/Linux distribution. The short
+answer to that question is that they don't follow
+the <a href="/distros/free-system-distribution-guidelines.html">free
+system distribution guidelines</a>. But since it isn't always easy to
+see how a particular system fails to follow the guidelines, we still
+get these questions. We've published this list to help address
+those.</p>
+
+<p>To learn more about free alternatives to these systems, check out
+our list of <a href="/distros/free-distros.html">free GNU/Linux
+distributions</a>.</p>
+
+<p>Except where noted, all of the distributions listed on this page
+fail to follow the guidelines in at least two important ways:</p>
+
+<ul>
+<li><p>They do not have a policy of <em>only</em> including free
+software, and removing nonfree software if it is discovered. Most of
+them have no clear policy on what software they'll accept or reject at
+all. The distributions that do have a policy unfortunately aren't
+strict enough, as explained below.</p></li>
+<li><p>The kernel that they distribute (in most cases, Linux) includes
+“blobs”: pieces of object code distributed without source,
+usually firmware to run some device.</p></li>
+</ul>
+
+<p>Below are additional notes about some popular GNU/Linux
+distributions, listed in alphabetical order. This may not be a list
+of every issue; while we've done our best to be comprehensive, there
+may be other issues that we simply don't know about. On the flip
+side, circumstances might have changed since we last updated this
+page; if you think one of the issues here has been addressed,
+please <a href="mailto:address@hidden">let us know</a>. We review
+all systems carefully before endorsing them.</p>

+<h3 id="Arch">Arch GNU/Linux</h3>
+
+<p>Arch has the two usual problems: there's no clear policy
+about what software can be included, and nonfree blobs are shipped with
+their kernel, Linux. Arch also has no policy about not distributing
+nonfree software through their normal channels.</p>
+
+<h3 id="CentOS">CentOS</h3>
+
+<p>We're not aware of problems in CentOS aside from the two usual ones:
+there's no clear policy about what software can be included,
+and nonfree blobs are shipped with Linux, the kernel. Of course, with
+no firm policy in place, there might be other nonfree software
+included that we missed.</p>
+
+<h3 id="Debian">Debian GNU/Linux</h3>
+
+<p>Debian's Social Contract states the goal of making Debian entirely
+free software, and Debian conscientiously keeps nonfree software out
+of the official Debian system. However, Debian also provides a
+repository of nonfree software. According to the project, this
+software is “not part of the Debian system,” but the
+repository is hosted on many of the project's main servers, and people
+can readily learn about these nonfree packages by browsing Debian's
+online package database. This does too much to steer users towards
+proprietary software for us to endorse it.</p>
+
+<p>There are other ways in which programs officially part of Debian
+suggest nonfree software for installation.</p>
+
+<p>Previous releases of Debian also included nonfree blobs with Linux, the
+kernel. With the release of Debian 6.0 (“squeeze”)
+in February 2011, these blobs have been moved out of the main
+distribution to separate packages in the nonfree repository.</p>
+
+<h3 id="Fedora">Fedora</h3>
+
+<p>Fedora does have a clear policy about what can be included in the
+distribution, and it seems to be followed carefully. The policy
+requires that most software and all fonts be available under a free
+license, but makes an exception for certain kinds of nonfree firmware.
+Unfortunately, the decision to allow that firmware in the policy keeps
+Fedora from meeting the free system distribution guidelines.</p>
+
+<h3 id="Gentoo">Gentoo GNU/Linux</h3>
+
+<p>Gentoo makes it easy to install a number of nonfree programs through
+their primary package system.</p>
+
+<h3 id="Mandriva">Mandriva GNU/Linux</h3>
+
+<p>Mandriva does have a stated policy about what can be included in the
+main system. It's based on Fedora's, which means that it also allows
+certain kinds of nonfree firmware to be included. On top of that, it
+permits software released under the original Artistic License to be
+included, even though that's a nonfree license.</p>
+
+<p>Mandriva also provides nonfree software through dedicated
+repositories.</p>
+
+<h3 id="openSUSE">openSUSE GNU/Linux</h3>
+
+<p>openSUSE offers its users access to a repository of nonfree
+software. This is an instance of
+how <a href="/philosophy/open-source-misses-the-point.html">
+“open” is weaker than “free”</a>.</p>
+
+<h3 id="RedHat">Red Hat GNU/Linux</h3>
+
+<p>Red Hat's enterprise distribution primarily follows the same
+licensing policies as Fedora, with one exception. Thus, we don't
+endorse it for <a href="#Fedora">the same reasons</a>. In addition to
+those, Red Hat has no policy against making nonfree software available
+for the system through supplementary distribution channels.</p>
+
+<h3 id="Slackware">Slackware</h3>
+
+<p>Slackware has the two usual problems: there's no clear policy about
+what software can be included, and nonfree blobs are included in
+Linux, the kernel. It also ships with the nonfree image-viewing
+program xv. Of course, with no firm policy in place, there might be
+other nonfree software included that we missed.</p>
+
+<h3 id="SUSE">SUSE GNU/Linux</h3>
+
+<p>In addition to the usual two problems, several nonfree software
+programs are available for download from SUSE's official FTP site.</p>
+
+<h3 id="Ubuntu">Ubuntu GNU/Linux</h3>
+
+<p>Ubuntu provides specific repositories of nonfree software, and
+Canonical expressly promotes and recommends nonfree software under the
+Ubuntu name in some of their distribution channels. Ubuntu offers the
+option to install only free packages, which means it also offers the
+option to install nonfree packages too. In addition, the version of
+Linux, the kernel, included in Ubuntu contains firmware blobs.</p>
+
+<p>
+Ubuntu's trademark policy prohibits commercial redistribution of exact
+copies of Ubuntu, denying an important freedom.

+<h3 id="BSD">BSD systems</h3>
+
+<p>FreeBSD, NetBSD, and OpenBSD all include instructions for obtaining
+nonfree programs in their ports system. In addition, their kernels
+include nonfree firmware blobs.</p>
+
+<p>Nonfree firmware programs used with Linux, the kernel, are called
+“blobs”, and that's how we use the term. In BSD parlance,
+the term “blob” means something else: a nonfree driver.
+OpenBSD and perhaps other BSD distributions have the policy of not
+including those. That is the right policy, as regards drivers; but
+when the developers say these distributions “contain no
+blobs”, it causes a misunderstanding. They are not talking
+about firmware blobs.</p>
+
+<p>No BSD distribution has policies against proprietary binary-only
+firmware that might be loaded even by free drivers.</p>
+
+<h3 id="Haiku">Haiku</h3>
+
+<p>Haiku includes some software that you're not allowed to modify. It
+also includes nonfree firmware blobs.</p>
+

+<p>The following report is based on information provided to us by the
+school's staff.</p>

+<h3>Location</h3>
+
+<p>The school is located in Irimpanam, an area close to the city of
+Tripunithura, in the Ernakulam district of the
+<a href="http://en.wikipedia.org/wiki/Kerala#Education"> State of
+Kerala</a>, India.</p>
+
+<h3>About</h3>
+
+<p>Founded in 1940, the <a href="http://vhssirimpanam.org/">Vocational
+Higher Secondary School Irimpanam</a> is a privately owned school aided
+by the State. It offers instruction from Upper Primary to High School
+levels (grades 5 to 7 and 8 to 10 respectively). Nearly 1,000 students
+from 10 to 15 years old attend the school.</p>
+
+<h3>Motivation</h3>
+
+<p>Our institution took special interest in promoting the main aspects
+of the philosophy of the GNU Project, such as the freedom to share
+knowledge and the freedom to cooperate with our community by
+contributing improvements to computer programs. This awareness about
+Swathanthra Software <a href="#swathanthra">(1)</a> was largely the
+result of what we learned at the meetings organized by the
+<a href="http://www.ilug-cochin.org/"> Indian Libre User Group
+(ILUG-Cochin)</a> in the nearby city of Kochi. Attending those meetings
+also helped us to work in close connection with the Free Software
+community.</p>
+
+<h3>How We Did It</h3>
+
+<p>The migration to Free Software in our school was the result of a
+project designed and established by the Government of Kerala, called
+<a href="https://www.itschool.gov.in/">address@hidden</a>. The project,
+started in 2001, involved several thousand schools in Kerala and in 2006
+it switched completely to Free Software.</p>
+

+<p>Training courses for teachers were implemented by the government to
+teach us the basics of the new Free Operating System and how to
+install it. The new system was customized for the first time by
+<a href="http://space-kerala.org/node/10/">SPACE</a>, an agency based in
+Kerala that promotes the use of Free Software in the private and public
+sectors. SPACE, as well as local Swathanthra Software users groups,
+played a fundamental role during the process by providing constant
+support to teachers. One of the workshops organized by SPACE helped us
+to build the website of our school using Free Software.</p>
+
+<p>Training was not limited to software, it also included teaching the
+basics of hardware maintenance to teachers and students. In our school,
+10 years old students know how to assemble a PC.</p>
+
+<p>The use of Free programs in the classroom was facilitated by the
+implementation of training modules aimed at instructing teachers on the
+use of specific programs for teaching various subjects.
+For example, there was a training module for teachers of Mathematics on
+how to use <a href="http://directory.fsf.org/wiki/Dr._geo">Dr Geo</a>
+for teaching geometry, another one for teachers of Chemistry on how to
+draw organic molecules using
+<a href="http://directory.fsf.org/wiki/Chemtool">Chemtool</a>, and
+many others.</p>
+
+<p>Other training activities were conducted jointly by the school and
+ILUG-Cochin to teach us the use of different Free Software applications
+such as Blender, Inkscape, and the command line interface.</p>
+
+<p>The school has also opened an
+<a href="http://en.wikipedia.org/wiki/Internet_Relay_Chat">IRC</a>
+channel where students can ask questions about issues they may encounter.</p>
+
+<h3>Commitment to Free Software</h3>
+
+<p>At the beginning the new system was used on a dual-boot basis,
+because we teachers were not familiar with Free Software, but we
+soon got acquainted with it to a great extent. At present, no
+proprietary systems are installed in any of our computers and no
+proprietary programs are being used. Only Free Software is being used in
+the classroom and in the administration offices.</p>
+
+<p>We use a wide range of free programs in the classroom, such as
+<a href= "http://directory.fsf.org/wiki/GIMP/">GIMP</a>,
+<a href= "http://directory.fsf.org/wiki/TuxPaint">Tux Paint</a>,
+<a href="http://directory.fsf.org/wiki/Audacity">Audacity</a>,
+<a href="http://directory.fsf.org/wiki/GPeriodic">GPeriodic</a> and
+<a href="http://www.libreoffice.org/">LibreOffice</a>,
+but there are many others.</p>
+
+<p>Students are also introduced to the programming language Python as
+from grade 8 (13 years old).</p>

+<h3>Results</h3>
+
+<p>Education in the State of Kerala has become "IT-enabled", meaning
+that students are getting first hand technology knowledge while learning
+regular curriculum subjects outside the IT Lab. This is possible due to
+the large number of high quality educational applications available in
+GNU/Linux.</p>
+
+<p>The transparency and the cooperative method of Free Software helped
+students and teachers to dive deep into technology and made them capable
+of contributing to the community in various ways. One important
+contribution was the localization of the interface of
+<a href="/education/edu-software-tuxpaint.html">Tux Paint</a> in
+Malayalam, our mother tongue.</p>
+
+<p>Another contribution was the addition of new stamps in TuxPaint.
+Native flowers were photographed and the pictures edited by 6th and 7th
+grade students using the image editing program GIMP.</p>
+
+<p>The resulting images were then integrated in TuxPaint with the name
+of the flowers written in Malayalam. As a plus, students recorded with
+their own voices the name of the flowers, so when the user selects one
+of the stamps, she will hear the name of the flower in Malayalam.</p>
+
+<p>Both activities were promoted by Swathanthra Software Koottayma of
+VHSS Irimpanam <a href="http://sskvhssirimpanam.wordpress.com/">
+(SSK VHSS Irimpanam)</a>, a Free Software group of teachers and students
+based on the school. Its aim is to build awareness on the philosophy of
+Free Software and to introduce new applications in GNU/Linux as a way of
+contributing to the community. The group organizes monthly meetings and
+it performs various kinds of activities to encourage its members to
+experiment and explore Free Software so as to put into practice the
+freedoms that it grants.</p>
+
+<p>As a way of keeping in touch and sharing experiences with other
+schools and with the Free Software community, teachers and students each
+year participate in events such as the National Free Software Conference
+and the Cyber Safe Day.</p>

+
+<h3>The Free Software Definition</h3>
+
+<p>
+We maintain this free software definition to show clearly what must be
+true about a particular software program for it to be considered free
+software. From time to time we revise this definition to clarify it.
+If you would like to review the changes we've made, please see
+the <a href="#History">History section</a> below for more information.
+</p>
+
+<p>
+“Free software” is a matter of liberty, not price. To understand
+the concept, you should think of “free” as in “free
speech,”
+not as in “free beer”.
+</p>
+
+<p>
+Free software is a matter of the users' freedom to run, copy, distribute,
+study, change and improve the software. More precisely, it means that the
+program's users have the four essential freedoms:
+</p>
+
+<ul>
+ <li>The freedom to run the program, for any purpose (freedom 0).</li>
+ <li>The freedom to study how the program works, and change it so it
+ does your computing as you wish (freedom 1). Access to the source
+ code is a precondition for this.
+ </li>
+ <li>The freedom to redistribute copies so you can help your neighbor
+ (freedom 2).
+ </li>
+ <li>The freedom to distribute copies of your modified versions
+ to others (freedom 3). By doing this you can give the whole
+ community a chance to benefit from your changes.
+ Access to the source code is a precondition for this.
+ </li>
+</ul>
+
+<p>
+A program is free software if users have all of these freedoms. Thus,
+you should be free to redistribute copies, either with or without
+modifications, either gratis or charging a fee for distribution, to
+<a href="#exportcontrol">anyone anywhere</a>. Being free to do these
+things means (among other things) that you do not have to ask or pay
+for permission to do so.
+</p>
+
+<p>
+You should also have the freedom to make modifications and use them
+privately in your own work or play, without even mentioning that they
+exist. If you do publish your changes, you should not be required to
+notify anyone in particular, or in any particular way.
+</p>
+
+<p>
+The freedom to run the program means the freedom for any kind of person
+or organization to use it on any kind of computer system, for any kind of
+overall job and purpose, without being required to communicate about it
+with the developer or any other specific entity. In this freedom, it is
+the <em>user's</em> purpose that matters, not the <em>developer's</em>
+purpose; you as a user are free to run the program for your purposes,
+and if you distribute it to someone else, she is then free to run it
+for her purposes, but you are not entitled to impose your purposes on her.
+</p>
+
+<p>
+The freedom to redistribute copies must include binary or executable
+forms of the program, as well as source code, for both modified and
+unmodified versions. (Distributing programs in runnable form is necessary
+for conveniently installable free operating systems.) It is OK if there
+is no way to produce a binary or executable form for a certain program
+(since some languages don't support that feature), but you must have the
+freedom to redistribute such forms should you find or develop a way to
+make them.
+</p>
+
+<p>
+In order for freedoms 1 and 3 (the freedom to make changes and the
+freedom to publish improved versions) to be meaningful, you must have
+access to the source code of the program. Therefore, accessibility of
+source code is a necessary condition for free software. Obfuscated
+“source code” is not real source code and does not count
+as source code.
+</p>
+
+<p>
+Freedom 1 includes the freedom to use your changed version in place of
+the original. If the program is delivered in a product designed to
+run someone else's modified versions but refuse to run yours — a
+practice known as “tivoization” or “lockdown”,
+or (in its practitioners' perverse terminology) as “secure
+boot” — freedom 1 becomes a theoretical fiction rather
+than a practical freedom. This is not sufficient. In other words,
+these binaries are not free software even if the source code they are
+compiled from is free.
+</p>
+
+<p>
+One important way to modify a program is by merging in available free
+subroutines and modules. If the program's license says that you
+cannot merge in a suitably licensed existing module — for instance, if it
+requires you to be the copyright holder of any code you add — then the
+license is too restrictive to qualify as free.
+</p>
+
+<p>
+Freedom 3 includes the freedom to release your modified versions
+as free software. A free license may also permit other ways of
+releasing them; in other words, it does not have to be
+a <a href="/copyleft/copyleft.html">copyleft</a> license. However, a
+license that requires modified versions to be nonfree does not qualify
+as a free license.
+</p>
+
+<p>
+In order for these freedoms to be real, they must be permanent and
+irrevocable as long as you do nothing wrong; if the developer of the
+software has the power to revoke the license, or retroactively change
+its terms, without your doing anything wrong to give cause, the
+software is not free.
+</p>
+
+<p>
+However, certain kinds of rules about the manner of distributing free
+software are acceptable, when they don't conflict with the central
+freedoms. For example, copyleft (very simply stated) is the rule that
+when redistributing the program, you cannot add restrictions to deny
+other people the central freedoms. This rule does not conflict with
+the central freedoms; rather it protects them.
+</p>
+
+<p>
+“Free software” does not mean “noncommercial”. A free
+program must be available for commercial use, commercial development,
+and commercial distribution. Commercial development of free software
+is no longer unusual; such free commercial software is very important.
+You may have paid money to get copies of free software, or you may have
+obtained copies at no charge. But regardless of how you got your copies,
+you always have the freedom to copy and change the software, even to
+<a href="/philosophy/selling.html">sell copies</a>.
+</p>
+
+<p>
+Whether a change constitutes an improvement is a subjective matter.
+If your modifications are limited, in substance, to changes that
+someone else considers an improvement, that is not freedom.
+</p>
+
+<p>
+However, rules about how to package a modified version are acceptable,
+if they don't substantively limit your freedom to release modified
+versions, or your freedom to make and use modified versions privately.
+Thus, it is acceptable for the license to require that you change the
+name of the modified version, remove a logo, or identify your
+modifications as yours. As long as these requirements are not so
+burdensome that they effectively hamper you from releasing your
+changes, they are acceptable; you're already making other changes to
+the program, so you won't have trouble making a few more.
+</p>
+
+<p>
+Rules that “if you make your version available in this way, you
+must make it available in that way also” can be acceptable too,
+on the same condition. An example of such an acceptable rule is one
+saying that if you have distributed a
+modified version and a previous developer asks for a copy of it, you
+must send one. (Note that such a rule still leaves you the choice of
+whether to distribute your version at all.) Rules that require release
+of source code to the users for versions that you put into public use
+are also acceptable.
+</p>
+
+<p>
+In the GNU project, we use
+<a href="/copyleft/copyleft.html">copyleft</a>
+to protect these freedoms legally for everyone. But
+<a href="/philosophy/categories.html#Non-CopyleftedFreeSoftware">noncopylefted
+free software</a> also exists. We believe there are important reasons why
+<a href="/philosophy/pragmatic.html">it is better to use copyleft</a>,
+but if your program is noncopylefted free software, it is still basically
+ethical. (See <a href="/philosophy/categories.html">Categories of Free
Software</a> for a description of how “free software,”
“copylefted software” and other categories of software relate to
each other.)
+</p>
+
+<p>
+Sometimes government <a id="exportcontrol">export control regulations</a>
+and trade sanctions can constrain your freedom to distribute copies of
+programs internationally. Software developers do not have the power to
+eliminate or override these restrictions, but what they can and must do
+is refuse to impose them as conditions of use of the program. In this
+way, the restrictions will not affect activities and people outside the
+jurisdictions of these governments. Thus, free software licenses
+must not require obedience to any export regulations as a condition of
+any of the essential freedoms.
+</p>
+
+<p>
+Most free software licenses are based on copyright, and there are limits
+on what kinds of requirements can be imposed through copyright. If a
+copyright-based license respects freedom in the ways described above, it
+is unlikely to have some other sort of problem that we never anticipated
+(though this does happen occasionally). However, some free software
+licenses are based on contracts, and contracts can impose a much larger
+range of possible restrictions. That means there are many possible ways
+such a license could be unacceptably restrictive and nonfree.
+</p>
+
+<p>
+We can't possibly list all the ways that might happen. If a
+contract-based license restricts the user in an unusual way that
+copyright-based licenses cannot, and which isn't mentioned here as
+legitimate, we will have to think about it, and we will probably conclude
+it is nonfree.
+</p>
+
+<p>
+When talking about free software, it is best to avoid using terms
+like “give away” or “for free,” because those terms
imply that
+the issue is about price, not freedom. Some common terms such
+as “piracy” embody opinions we hope you won't endorse. See
+<a href="/philosophy/words-to-avoid.html">Confusing Words and Phrases that
+are Worth Avoiding</a> for a discussion of these terms. We also have
+a list of proper <a href="/philosophy/fs-translations.html">translations of
+“free software”</a> into various languages.
+</p>
+
+<p>
+Finally, note that criteria such as those stated in this free software
+definition require careful thought for their interpretation. To decide
+whether a specific software license qualifies as a free software license,
+we judge it based on these criteria to determine whether it fits their
+spirit as well as the precise words. If a license includes unconscionable
+restrictions, we reject it, even if we did not anticipate the issue
+in these criteria. Sometimes a license requirement raises an issue
+that calls for extensive thought, including discussions with a lawyer,
+before we can decide if the requirement is acceptable. When we reach
+a conclusion about a new issue, we often update these criteria to make
+it easier to see why certain licenses do or don't qualify.

+<p>

+If you are contemplating writing a new license, please contact the
+Free Software Foundation first by writing to that address. The
+proliferation of different free software licenses means increased work
+for users in understanding the licenses; we may be able to help you
+find an existing free software license that meets your needs.

+If that isn't possible, if you really need a new license, with our
+help you can ensure that the license really is a free software license
+and avoid various practical problems.
+</p>
+
+<h2 id="beyond-software">Beyond Software</h2>
+
+<p>
+<a href="/philosophy/free-doc.html">Software manuals must be free</a>,
+for the same reasons that software must be free, and because the
+manuals are in effect part of the software.
+</p>
+
+<p>
+The same arguments also make sense for other kinds of works of
+practical use — that is to say, works that embody useful knowledge,
+such as educational works and reference
+works. <a href="http://wikipedia.org">Wikipedia</a> is the best-known
+example.
+</p>
+
+<p>
+Any kind of work <em>can</em> be free, and the definition of free software
+has been extended to a definition of <a href="http://freedomdefined.org/">
+free cultural works</a> applicable to any kind of works.
+</p>
+
+<h2 id="open-source">Open Source?</h2>
+
+<p>
+Another group has started using the term “open source” to mean
+something close (but not identical) to “free software”. We
+prefer the term “free software” because, once you have heard that
+it refers to freedom rather than price, it calls to mind freedom. The
+word “open” <a
href="/philosophy/open-source-misses-the-point.html">
+never refers to freedom</a>.
+</p>
+
+<h2 id="History">History</h2>
+
+<p>From time to time we revise this Free Software Definition to
+clarify it. Here we provide a list of those modifications, along with
+links to illustrate exactly what changed, so that others can review
+them if they like.</p>
+
