I see this also under sawfish on gnome. As you describe it it is
reproducible: resize the window then try to pull down a menu.
Another problem, perhaps not too reproducible is that sometimes
View->Open New Window produces a window which is missing its
menu bar and sometimes even the icon bars. Such a window is
hardly usable.
This seems to be memory related: it is most likely to happen
on a machine with less RAM or with a large file open.
