On looking again ... what does this do in texi2any?  I see it does
set_from_cmdline to record that it was specified, but I don't see
it actually used anywhere.

I also can't imagine what it would mean, since texi2any is never
interactive.  Could it ever be useful?

So maybe we should just let users pass it with --Xopt, like all the
other zillions of texi2dvi-specific options.  Wdyt?
