If you have a background on each page, if it's one swf it will reuse it. Otherwise it needs to include it on every page. Same goes for other recurring elements.

A bottle of The Macallan to anyone who can tell me what to tell my web agency to get the file size and quality at least somewhere near the gpdf2swf 8.9MB
