[Swarm-Support] Installing pretest version 11 on win32

I have installed pretest v11 on XP. However, I am kind of at a loss to
configure the parameters etc. The installation instructions for v11 were
given here:

I basically followed both as much as possible. However, when I made
heatbugs and tried to run it I got the cygswarm-0.dll not found error
although it is in the bin directory.

Anyone has any suggestions, or better, a clean step-by-step instructions
on how to install v11 (as I understand it is significantly different from
the earlier v10)?
