Well, you can have the notion of a virtual deadline for a process by
having a process dynamically schedule its own ongoing work as Actions,
with some deadline event that prevents the process from scheduling any
more Actions.
If you are trying to wedge Swarm into a real time scheduling environment
you are probably barking up the wrong tree..
