The interface for this is quite ugly. It took me quite some time to
figure it out as well. There's two options for starring a project:
1. In the projects list, on the left side there's two buttons. Star
and Ignore. They might look greyed out, but you can click it to star
2. Once you have the proposal open, there is a almost invisible star
symbol next to the proposal title. You can click there to star the
proposal as well.

I logged in and can see proposals and can offer to mentor. I don't
