I logged in and can see proposals and can offer to mentor. I don't see a way to star any project though - the two icond at the left, (the first being star icon) are grayed out.

Is this normal and what others see? Is this the way to "star" a project? 

I see the same. Could not find out how to star.

It is now the time for each GNU project to indicate which projects/ideas
to accept.

To that effect, please login in the GSOC site and "star" the proposal
you want us to accept.  The starred proposal should have at least one
mentor listed on the "want to mentor" section.
