proposal list complete

I wasn't worried; just included them for completeness at the time :).


So the deadline for proposals has passed, we've got what we're going to
get.  There are 35 in all, 8 that haven't been reviewed yet.  A couple
for grub, Sam's CLISP student, and some other random entries.
Rocky, please make an evaluation of the UDF proposal ...
