Julien Buty would be my next choice. As you of course know, he was very
instrumental in Wget's participation with GSoC in the first place. His
proposal has to do with making Wget do HTTP auth The Right Way, and as
James noted, he got up-to-speed on the relevant issues and required
solution _very_ swiftly.
Prior to GSoC, he had submitted a patch against Wget and been working on
features to make Wget's handling of config files a bit more flexible.
