IMHO in Peter's case a locally maintained blacklist would be
more adequate. If a verdict forbids him to serve a certain key,
he configures its server only. However the other 70 key servers
have not to respect this judgement. So peoples won't get into
the habit of forcing unreasonable behavior by legal procedures
because it is useless.
