The topic of anonymous secure access to GNU Savannah repositories has been
raised few times in the past.
The short answer is “currently not”.
The current state is summarized here:

This doesn’t mean it won’t be enabled in the future, but at this moment this is
not a high priority.
OTOH, FSF admins just added certificates for HTTPS access for debbugs
( http://lists.gnu.org/archive/html/help-debbugs/2014-11/msg00000.html ),
so it is possible similar means will be added to the source code repositories
in the future.
