It is enought if it works fine on GCJ but not on GIJ. I think than the hosting requirement are meet but I can't approve the project. An administrator will do a final review and approve the project if all is ok. BTW, IMO is worse to break the almost whole-world convection about tarballs than your own one. Of course that was only an advice for the confort of your users but is not required.
