[Savannah-hackers-public] rep-cache.db fix in vcs cron

For the record, I added this cron job:
37    * * * *   root     chmod g+rw /srv/svn/*/db/rep-cache.db

to vcs:/etc/cron.daily/sv
in order to avoid the svn bug that causes the error:
  svn: attempt to write a readonly database
on some commits.  (There have been several user reports about it, and I
just ran into it again myself.  I trust it's fixed in the current
version of subversion, though I didn't check.)
