ARDI Inc opensourced the Executor source code that emulates a System 6 Mac OS without using a real ROM.

This can be taken as a start.

Other approach can be creating a emulator capable to run the real copyrighted ROM before making an opensource substitute or asking Apple for releasing it in public domain (as Amstrad did with the Spectrum and CPC ROMs).

Also emulating a nubus-less or 68000 Macintosh does not require emulating 68030, or nubus at all.

Mac OS is a highly ROM-dependent system as in the device drivers for each machine resided at first in the ROM (floppy, hard disk, video). At the same time it is the most documented one as up to Macintosh II the 100% of the Toolbox APIs are documented in Inside Macintosh books (which can be obtained second hand in eBay and Amazon, as well as in HTML in Apple's webpage)

To have a running linux-user-m68k should be a more reasonable target.
Then we can think to run a linux kernel but we have to emulate a 68030 or 68040, a nubus bus, nubus cards and Apple video cards.

There is no opensource version of the Apple ROM and it is copyrighted.
