This version works, after installation, without administrator rights and

A possible issue, the windows temp directory should be on the same disc as
the Pspp installation. Workarounds are possible, but not easy. I wait to
find out if somebody reports a problem with it.

OK. I downloaded it OK this time. It seems to install OK, but I had
to install it to a network drive, because I don't have permission to
write to the local disk.

When I try to run it, I get a message saying
"Windows cannot find 'run'. ..." Perhaps this is because of it being
on a different disk, like you mentioned.

There's also an annoying window that keeps popping up saying that a
virus has been detected on my machine, but I'm not sure if that
happended before I installed or not.

You need to be aware of some issues regarding licensing:

1. You must include in your Zip file a copy of GPLv3.

2. You must also make the source code available, in any of the ways
    permitted be GPLv3 section 6.

3. Since you have decided to relicense your the modified work under
the AGPLv3, then you should also provide a copy of that licence.
Failure to do that isn't technically a breach, but it means that
everyone who downloads your zipfile cannot legally pass it on
without first adding a copy themselves.
