Level Comment Tool - further development

I've just put the tool into contrib/ on the trunk, so anyone interested
in contributing to it can now do so.
Jarno asked me to compile a ToDo, so that's what we've got so far:

- load the password for admin mode from a seperate file
- upload of demo files
- removal/update of own comments
- display of the best solutions submitted as demo file

- probably something else that's missing so far

Anyone interested in working on one of those issues should announce this
first, to prevent mutiple people from working on the same thing.
