I think this is a step in the right direction.  I take it that it will be
the new CT that will decide who is granted cvs commit rights to the API based
on the contributor's need to complete work in this area.  I also appreciate
that Dan gave me commit rights to this project.

Agreed :)

I hope that as a project we can move forward ... with this being one of the
first steps.  I have also contacted the FSF regarding my lost copyright
assignment paperwork.  In that email I have also asked them how they wish to
handle the initial en mass assignment of the project's copyright to them.
