"setup" means http://yourserver/phpgroupware/setup/ and login to setup/config.  
the
setting is in Step2

I have no idea what you just changed, possibly just the first run default value.
The path is actually saved in the database so changing the default in the file 
won't
do anything.

also, .14-RC4 is almost 6 months and 4 releases old, use .14.003
