It appears that there is an issue in restarting downloads, at least if there
is a problem with the server. My ISP uses news.usenetservers.com as their
NNTP provider. Today there was a problem with the server feed and I had a
bunch of queued tasks, most of which were not completed, even after closing
and restarting PAN. I even tried to "restart" the tasks, by highlighting them
in the task manager and clicking on the "restart" button.
Might I recommend this problem be looked into? I'll file a bug report. I don't
know how reproduceable this problem is, as getting a news provider to
disconnect their news servers isn't going to be easy. ;-)
