Can't answer all of the questions, but Octave offers fine-grained
control over which initialization files are used:
--no-init-file Don't read the ~/.octaverc or .octaverc files.
--no-site-file Don't read the site-wide octaverc file.
--norc, -f Don't read any initialization files.
It would be quite possible to use --no-init-file rather than --norc for
'make check'.
