Your patch in comment #5 looks good and comprehensive to me.

Re comment #3 and comment #4, what graphics settings are loaded if `settings`
is null? That's what I had been referring to as default settings to be passed
to `notice_settings`. The question I didn't know was whether `settings` being
null should stop execution and cause an error, or whether Octave could fill in
default values. From your patch in comment #5 it looks like we can indeed fill
in default values.
