Follow-up Comment #23, bug #61129 (project octave): The reason why only some people saw a 4x boost and not everyone is because of a completely unrelated problem with integer ranges in Octave, nothing to do with factor() or primes(). It is described here in more detail: bug #61300. @Kai: it might be prudent to edit NEWS to not claim the 4x improvement for large prime numbers.
