Ok, I've done everything you proposed, just I used E:\octave instead of
C:\Octave.
No change in behavior. I also disabled antivirus and even added an exception
for octave-gui.exe...

Yes, that directory existed, but contained no ini file. Just a file called
qt-settings (no extension). I also tried to remove it, but no change in
behavior either.

More info

Octave 5.1 still runs fine.
I also tried octave 6.1 (zip), which behaves exactly the same as 6.3. The gui
doesn't work.

I took a look into the windows registry but I didn't find anything which seems
wrong to me. 
I also checked the system variables, but there is no reference to octave
whatsoever in there.
