Follow-up Comment #7, bug #60583 (project octave):

@Dmitri: We already have a run-time check, this is actually what silently
disabled your latex renderer in the first place, and the
`setenv("OCTAVE_LATEX_DEBUG_FLAG", "1");` trick for displaying more verbose
diagnostic is already documented, see `doc ("latex interpreter")`. What would
you propose?

Now for a configure time check I don't know if it would be helpful. Unless we
ship Octave with a latex distribution that we manage ourselves, e.g. tinytex
(~200MB minimal), we will always have to check the Latex toolchain at run-time
in case it has been removed.
