Follow-up Comment #27, bug #59821 (project octave):

There are still issues with the wording afaict.
On Linux, there is no administrator (or administrative rights) afaict. The
Linux user account that corresponds to the administrator on Windows is called
"root" or "super user".
If you want to use it in that way, you have to write at least once what you
mean by "administrative rights" or "elevated privileges" on each platform.

Also, afaict *only* the default (local or global installation) is determined
by root/administrator. Does the code really check (unconditionally) if Octave
is running as root/administrator if a user installs a package with "-global"
and fail if it doesn't?
