Follow-up Comment #14, bug #60310 (project octave):
There should be a (command line) program strace.exe in Octave-6.2.0\usr\bin.
Can you try (from mingw64\bin):
..\..\usr\bin\strace.exe qtdiag.exe
and post the output you would get?
