Follow-up Comment #7, bug #60310 (project octave):
Yes octave-gui.exe ist in the process tab. I used AutoIt to get the window
handle and called _WinAPI_ShowWindow but only the black comandline window
showed up. No gui window. For me it looks like octave-gui.exe is stuck before
window creation.
